A skills assessment is required by the Department of Home Affairs to determine if the applicant has the skills and experience necessary to work in Australia at the trade level for their occupation.
Masters in Building Training (MIBT) carries out skills assessments for Bricklayers and Carpenters on behalf of Trades Recognition Australia.
Skills assessments are conducted against the requirements of the relevant training package qualification for the nominated occupation. This is achieved through the process of Recognition of Prior Learning (RPL), where the applicant's existing skills and experience are mapped against units of competency contained within the required qualification:
CPC30220 Certificate III in Carpentry (training.gov.au)
CPC33020 Certificate III in Bricklaying and Blocklaying (training.gov.au)

There are different skills assessment programs available via MIBT for carpenters and bricklayers.

2. Temporary Skills Shortage (TSS) Skills Assessment Program (formerly 457 Skills Assessment Program) Nominated eligible countries: Brazil, Fiji, Hong Kong SAR, India, Macau SAR, Papua New Guinea, Philippines. Alternatively, if the applicant is in Australia currently working in the building industry, MIBT can assess anyone from any country. There are two assessment pathways available for skills assessment depending on the current qualifications of the applicant:
For applicants who do not have a relevant Australian qualification in their trade.
Irrespective of which visa the applicant is applying for, in addition to their non- Australian qualification applicant must be able to demonstrate work experience of at least 3 years full-time employment in a directly related occupation. This must include 12 months full-time paid employment in their nominated occupation in the 3 years prior to lodging their visa application.
There are 5 main steps in the Pathway 1 assessment process:
1. Nominate MIBT as your TRA-approved registered training organisation (RTO)
First contact MIBT on 1300 642 457 or info@mibt.edu.au to acquire payment identification code.
Then provide this code to TRA to make payment.
Once payment has been made email TRA payment receipt to info@mibt.edu.au including full name, mobile number and email address of the applicant.
2. Documentary evidence
Applicant must submit decision ready* documentary evidence of your identity, skills and experience. MIBT will advise applicant what documentation is required. If the evidence is proven that applicant has the necessary skills and experience relevant to their nominated occupation, they shall proceed to participate in a technical interview with one of MIBT's assessors. * Decision ready documentary evidence means a) all documents requested by MIBT are provided when an application is lodged, b) employment statements conform to the requirements set out in the ‘MIBT Skills Assessment Registration Form’.
3. Technical interview
Applicant will be required to participate in a technical interview of their skills and knowledge. MIBT assessors are qualified Australian trades professionals as well as qualified building industry trainers.
The assessor will focus on collecting evidence to determine if you meet the requirements of the relevant Australian Training Package qualification. This will involve a technical interview. MIBT will discuss the technical interview requirements with applicant prior to conducting the interview. If during the technical interview, MIBT's trainer/assessor identifies any gaps in applicant's skills and experience, they will be discussed at the interview and applicant's options moving forward.
4. Practical assessment
Applicant will be required to participate in a practical assessment of their skills and knowledge. MIBT assessors are qualified Australian trades professionals as well as qualified building industry trainers.
The assessor will observe the practical assessment to determine if applicant meets the requirements of the relevant Australian Training Package qualification. This will involve the applicant to perform trade specific tasks for the chosen field. MIBT will discuss the practical requirements with the applicant prior to conducting the practical assessment. If during the practical assessment, MIBT's trainer/assessor identifies any gaps in the applicant's skills and experience, they will be discussed at the end of the assessment and discuss applicant's options moving forward.
5. Receive TRA-approved outcome
a) Successful: If successful, you will receive a skills assessment result letter in a nominated occupation. Although this letter will have been sent to you by MIBT on behalf of TRA this letter consists of skills assessment by TRA for the purposes of the migration regulations 1994.
b) Unsuccessful: If unsuccessful, you will receive a skills assessment result letter in a nominated occupation. Although this letter will be sent to you by MIBT on behalf of TRA this letter consists of skills assessment by TRA for the purposes of the migration regulations 1994. If outcome is unsuccessful, there are 2 options to proceed:
For applicants who hold a relevant Australian Qualification or current identified Australian occupational licence. * A current, identified Australian occupational licence is a registration certificate of other form of authorisation required under law to perform work that has been issued by the appropriate Australian licensing authority and is relevant to the nominated occupation. For applicants applying with a current identified Australian occupational licence* the 12 months full-time paid employment must be in Australia.
Pathway 1 total cost is $5,480. Includes Documentary Evidence Phase, Technical Interview and Practical Assessment.
Pathway 2 total cost is $2,180. Includes Documentary Evidence Phase and Technical Interview.
Costs above do not include any reassessments.
Skills assessment is limited to a maximum of 13 weeks from the date of the documentary evidence payment. After this time applicants may be required to resubmit their application.
Documentary evidence phase for Pathway 1 can take between 4 to 12 weeks.
Documentary evidence phase for Pathway 2 can take between 2 to 4 weeks.
Technical interview needs 1 week lead time and will take approximately 1 to 2 hours to complete per applicant.
Practical assessment can take 1 day to complete per person but can be done in a group setting.
